Progress and movement of each scientific center is possible in the light of communication extension and scientific exchanges. Therefore, just contemporary with IIES establishment in 1991, Deputy for International Affairs began its activity individually. This deputy not only provides appropriate policies and guidelines in order to develop and expand foreign relations, determines relating paths with foreign societies, assesses opportunities and looks at international energy events, but also has the responsibility of managing various units such as international relations, public relations, publications, conferences and exhibitions, library, IT and legal and contracts affairs. Some of the duties in this field of activity are as following:

• agement of domestic and foreign communications, introduction and advertising of IIES, management of cooperation and communication with other related societies, bureaus and organizations.
• Organizing meetings, conferences and required national and international visits.
• Establishing, developing and updating data bank of experts and active institutes in the energy (oil and gas) field.
• Imparting IIES presidency's acts, circulars and orders to units.
• Establishing ordered relationship between managers, staff and head of IIES and try to improve their relations.
• Establishing book distribution network within IIES.
• Constructing and supporting website and IIES intra-network
• Purchasing required books and issues, provision of the library scientific resources and establish virtual library.
• Establishing IIES legal structure and adjusting IIES regulations.
• Translating papers, news and reports.
